Bureaus and Insurance Companies which are members of them and which are licensed to issue an insurance policy covering liability to the third party, constitute the basis of the Green Card System. Bureaus provide their members with Green Cards and guarantee fair compensation to injured third parties. The bureaus are divided into the Paying Bureau and the Processing Bureau. The existence of a compulsory third party liability insurance policy in the place where the accident occurs is a necessary condition. The existence of the Green Card helps motorists in the event of an accident in any country of the Green Card System because their insurance coverage and the Insurance Company that issued the policy can be easily determined, and as a result, the payment of compensation to the injured party can be done without any delay.
Paying Bureau: It is the Bureau that is fully responsible for the green cards that its members (insurance companies) issue to their clients. It guarantees insurance coverage in accordance with the legislation in force, of the place where the accident occurs, even in cases where the insurer is unable to pay.
Handling Bureau: It is the Bureau of the place where the accident happened. This bureau is obliged to handle the claim for compensation after an accident occurred in its place, which is covered by a Green Card of another Bureau. The processing office must handle the claim for compensation in the same way as if it were a policy issued by this office itself. This means that the Processing Bureau acts in the same way as every Insurance Company acts in its country. It accepts statements, legal documents, summonses in court proceedings related to the accident, investigates the incident and pays the injured party. However, the processing office also has the duty to protect the interests of the foreign insurer that issued the green card, in the same way as if this office itself had issued this green card, based on the fact that the green card is valid and covers the date of the accident.
